The study findings revealed and illustrate the significance of joint determination of appropriate budget management and reporting rate decisions, and to describe the use of budgets as targets, accounting controls, promoting accountability, case tracking and fund reporting in particular, the relationship between the spending rate and resource allocation over an extended period of time by changing the values of certain parameters in the model.
